Work hours: This position offers a 35-hour work week, typically Monday to Friday between the hours of 8:30AM to 4:30PM.

What is the Job?

The Manager of HR / H&S will provide professional human resources and employee relations services to the Township of Wilmot. This position leads the Corporate Health and Safety Program in accordance with legislative requirements and corporate goals for safe and healthy working environment and advises the Corporate Leadership Team (CLT) on matters related to employment, human resources, and health & safety.

Responsibilities:

  • Supervises HR/HS Assistant with respect to the day-to-day functions of the HR/HS division including delegating work, establishing priorities, ensuring timelines and goals are achieved.
  • Supports CAO/CLT in promoting and maintain a positive and inclusive corporate culture.
  • Leads the Performance Management process, development, administration of guideline and coaching activities. Provide guidance to CLT and CAO in motivating and coaching employees in working through conflicts and difficult situations.
  • Responsible for termination actions, including discussions with legal counsel, termination meetings, post-termination communication, final payments for all employee terminations including CLT.
  • Creates and/or updates HR / H&S guidelines (programs and policies) that affect the organization for CLT approval and HR / H&S departmental programs and advise all levels of management (middle and senior) on interpretation and application of HR /H&S guidelines.
  • Coordinates the Corporate Health and Safety Program, Joint Health and Safety Committees, and oversees Health and Safety initiatives, including Health and Safety Excellence Program, H&S policy and document updates where needed to comply with legislation, including workplace investigations as required.
  • Oversees the job evaluation process, updating position descriptions as necessary, in conjunction with CLT, CAO and external HR Consultant.
  • Responsible for the full-cycle recruitment and hiring processes for both Full Time and Part Time positions within the Township, including but not limited to, interviewing as required; negotiates terms of employment and provides guidance and assistance to hiring manager as required.
  • Responsible for Return-to-Work program administration, including WSIB, STD, LTD and the Early and Safe Return to Work (ESRTW) program, assisting supervisors in developing and managing plans and documentation for injured staff.
  • Manages the employee benefits program, maintaining employee files; provides information to employees regarding benefits.
  • Coordinates corporate training and development programs while working with staff and supervisors to address specific training needs. Maintain records on staff training within the comprehensive HRIS system to ensure efficient use of training across the organization.
  • Representative on regional HR/H&S meeting to ensure standardization across HR practices within the Region, as much as practicable; participate on internal committees and working groups to provide guidance in areas related to HR functions.
  • Performs other duties as assigned.

 Qualifications:

  • University degree in Human Resources Management, Business Administration, or a related discipline.
  • Certified Human Resource Leader (CHRL) designation or working towards CHRL designation.
  • Minimum four (4) years’ experience in a Human Resources or Health and Safety leadership position.
  • Demonstrated knowledge of recruitment and selection, health and safety, employment related legislation and benefits administration, including ESA, OHSA, Pay Equity, PBA, Human Rights Code and AODA.
  • Demonstrated organizational and time management skills, verbal and written communication, and interpersonal skills, including an appreciation of the need for confidentiality, tact, and discretion.
  • Excellent computer skills in Microsoft Office Suite and experience working with HRIS systems.
  • Good team skills and a sincere focus on Quality Customer Service, while contributing to a team environment.
  • Valid “G” license and a good driving record.
  • A clean Criminal Record Check is required upon hire.
